lib/Kconfig: fix OBJAGG in lib/ menu structure

lib/Kconfig: fix OBJAGG in lib/ menu structure

Keep the "Library routines" menu intact by moving OBJAGG into it.
Otherwise OBJAGG is displayed/presented as an orphan in the
various config menus.
