rockchip: rk3399-puma: enable SPL_ATF_NO_PLATFORM_PARAM

As we're working on the next update of our ATF (and U-Boot and the ATF
are out-of-sync), let's temporarily enable SPL_ATF_NO_PLATFORM_PARAM to
reduce compatibility issues.
