Revert "wcn36xx: Disable bmps when encryption is disabled"

This reverts commit 5d3d136c3ca0e91e651f0bd536bc0729eacc9cef.

Testing on tip-of-tree shows that this is working now. Revert this and
re-enable BMPS for Open APs.
