configs: Add sam9x60ek_qspiflash_defconfig

Boot from QSPI nor flash.

The at91bootstrap, u-boot, u-boot env redundant, u-boot env,
device tree and kernel will reside in the QSPI nor flash.
The rootfs will reside in the NAND flash.
