net: Revert mlx4 cpumask changes.

This reverts commit da31c58fe4fe25dae45fe078b03a91f6f9b29442
("net/mlx4_en: Use affinity hint") and commit
276447ba635b6ce7fa75520b4acafea9d2a7a014 ("cpumask: Utility function
to set n'th cpu - local cpu first") because these changes break
the build when SMP is disabled amongst other things.
