[IA64] fix section mismatch warnings

In 4b45e5949401a521a1f8c7a4d0d9e15325420439 Sam added full
checking across the entire vmlinux image.  This flushed out
a dozen new section mismatch warnings.  Start the whack-a-mole
game again to stomp them out.
